Acquire Raw Carbon Fibre, the IC2 Experimental precursor item that comes from processing compressed coal-based materials in IC2 machines such as the Extractor or Centrifuge depending on your IC2 version.

Compress into Carbon Fibre
Place Raw Carbon Fibre into an IC2 Compressor with EU supplied from a stable source like Solar Panels or a Generator; the machine outputs Carbon Fibre as a regular inventory item.

Combine into Carbon Mesh
Take several Carbon Fibre and combine them on the crafting table to produce Carbon Mesh, the second stage in the IC2 carbon-armor chain.
