Craft Empty Cells from tin
Make Empty Cells from tin — 4 tin ingots yield 16 cells in IC2 Classic, or extrude tin plates in a Metal Former in IC2 Experimental.

Fill the cell with water
Hold an Empty Cell and right-click a water source block, just like a bucket, to turn it into a Water Cell.

Enrich the water into Coolant
Place the water in a Canning Machine with Lapis Lazuli Dust in Fluid Enrich mode to brew Coolant for reactor Coolant Cells.

Feed your Nuclear Reactor
Use the resulting Coolant Cells inside a Nuclear Reactor to absorb heat and keep the reactor running safely.
The Water Cell is a single-use capsule and is consumed in recipes; you can also fill a cell straight from a water source like a bucket in IC2 Experimental.
