Build a Mass Fabricator
Craft a Mass Fabricator (Matter Fabricator in IC2 Experimental) and connect it to a strong EU source such as solar panels, generators or a nuclear reactor.

Feed scrap to cut the cost
Insert Scrap or Scrap Boxes into the fabricator; they reduce the EU needed per unit of UU-Matter by several times and speed up production.

Let the machine convert energy into matter until a full Uu Matter Cell is produced, then pull it from the output slot.
