Uran Empty Cell itself stores no fuel and produces no energy; the value lies entirely in what it becomes after filling. The IC2 nuclear chain also recycles spent fuel through Near-Depleted Uranium Cells and Re-Enriched Uranium Cells, so the empty container re-enters the cycle after enrichment.
