Craft a Plant Ball
Fill a crafting grid with eight plant items such as saplings, wheat, seeds or sugar cane to craft one Plant Ball (saplings yield two).

Power a Compressor
Wire a charged Compressor to an EU source; it needs about 800 EU for a single operation.

Compress the Plant Ball
Place the Plant Ball in the Compressor's input slot and wait about 20 seconds to get one unit of Compressed Plants.

Craft a Bio Cell
Combine the Compressed Plants with an Empty Cell in a shapeless recipe to produce a Bio Cell for the biofuel chain.
In classic IC2 Compressed Plants make a Bio Cell, while modern IC2 Experimental processes biomass into Bio Chaff inside a Fermenter instead.
