Run coal through an IC2 Macerator to produce Coal Dust, the base resource for the whole diamond chain.

Place 8 Coal Dust around 1 Flint in the crafting grid to form a Coal Ball.

Compress the Coal Ball
Put the Coal Ball into a powered IC2 Compressor; it spends EU and outputs the Compressed Hydrated Coal Ball.

Continue toward a diamond
Surround 1 Obsidian with 8 compressed balls to craft a Coal Chunk, then compress that chunk again to obtain an Industrial Diamond.
The "hydrated" naming is version-specific; the compressed ball has no standalone use and exists only as a diamond-chain ingredient.
