Grind Coal in an IC2 Macerator to obtain Coal Dust, the base material for Carbon Fibre.
Place Coal Dust into an IC2 Extractor to convert it into Raw Carbon Fibre units.
Combine eight Raw Carbon Fibre on a Crafting Table to produce one Carbon Mesh sheet.
Smelt Carbon Mesh in a Furnace, or run it through an IC2 Compressor, to obtain one Carbon Plate per Carbon Mesh.

The Compressor route is more EU-efficient at scale than smelting, especially when paired with a solar or geothermal generator array.
Carbon Plate is added by the Industrial Craft 2 mod for Minecraft Java Edition, supported in versions 1.7.10 and 1.12.2. Carbon Plate does not exist in vanilla Minecraft or Bedrock Edition.
