Craft the Pumpkin Seeds
Place one pumpkin in any crafting grid slot to get four Pumpkin Seeds, or loot them from village, mineshaft, and dungeon chests.

Till and light the farmland
Hoe dirt or grass into farmland next to water and keep the light level at nine or higher so the stem can grow.

Plant and leave an empty tile
Plant Pumpkin Seeds on the farmland and leave one adjacent dirt, grass, or farmland block free so the pumpkin can appear.

Harvest the pumpkin, not the stem
Break the grown pumpkin block with any tool; the Pumpkin Seeds stem stays in place and keeps producing without replanting.
An observer aimed at the empty tile plus a piston makes a fully automatic pumpkin farm, because the Pumpkin Seeds stem never needs replanting.
