Like sand, Cyan Concrete Powder falls whenever the block below is non-solid. Any tool or a bare hand breaks Cyan Concrete Powder, but a shovel works fastest.

Water contact converts Cyan Concrete Powder into solid cyan concrete: place the powder into or next to flowing water or a water source, or let the powder fall into water from above.
