Conduit grants water-breathing, night vision, and haste underwater — needs a prismarine frame and submersion to activate.
Description
When placed in a water source surrounded by a frame of prismarine blocks, dark prismarine, prismarine bricks, or sea lanterns (any combination), the block activates and grants nearby submerged players the Conduit Power effect: water breathing (no drowning), night vision underwater (full visibility), and haste (faster mining and attack speed). The minimum frame is sixteen prismarine-family blocks; larger frames extend the effect radius up to ninety-six blocks. The block also damages hostile mobs near it. Underwater bases at any depth become safe and productive thanks to this single block.

How to build and activate a Conduit in Minecraft

Craft the conduit
Place one heart of the sea in the center of the crafting grid and surround it with eight nautilus shells to make a conduit.

Prepare a prismarine frame
Gather at least sixteen blocks of prismarine, dark prismarine, prismarine bricks, or sea lanterns in any combination for the activation frame.

Place the conduit underwater
Set the conduit inside a water source block at the center of the frame; it only functions while it is waterlogged.

Build the frame around it
Construct the frame in three intersecting rings two blocks away from the conduit so it activates and opens its eye.

Swim into range
Stay within the effect radius — up to ninety-six blocks with a full forty-two-block frame — to receive Conduit Power.
A conduit only works underwater inside the prismarine frame. Sixteen blocks is the minimum; a full frame of forty-two blocks maximizes the range to ninety-six blocks.
