How to get and use a Bucket of Tropical Fish in Minecraft

Fill a water bucket
Right-click a water source with an empty bucket to make a Water Bucket, then head to a warm ocean, lush cave, or mangrove swamp.

Scoop the tropical fish
Aim at a tropical fish and use the Water Bucket on it; the fish is captured and the item becomes a Bucket of Tropical Fish.

Release the fish where you want it
Use the bucket on a block to place a water source and free the same fish, keeping its exact size, pattern, and colors.

Breed or lure axolotls
Hold the bucket near axolotls so they follow you, and feed two axolotls a Bucket of Tropical Fish each to breed them.
The bucket is unstackable and cannot be crafted; it is only obtained by scooping a live tropical fish with a Water Bucket.
