What is the Minecraft XP formula?

The total XP to reach a level L uses three ranges: for levels 0–16 it is L² + 6L; for 17–31 it is 2.5L² − 40.5L + 360; for 32 and up it is 4.5L² − 162.5L + 2220. The XP for a single next level is 2L + 7 (0–15), 5L − 38 (16–30), or 9L − 158 (31+).

How much XP does enchanting actually cost?

An enchanting-table slot consumes only 1, 2, or 3 levels (top, middle, bottom) plus the same number of lapis lazuli. The number shown on a slot, up to 30, is the minimum level you must have to unlock it — not the amount spent. A level-30 enchant still costs only 3 levels.
